Its decorative tape...usually a tissue tape, but I've seen fabric and paper tape referred to as Washi tape too. You can make your own if you don't have any.

@ Verena1219 this is what she says about paper ribbon which I agree with..you could just use masking tape which is much more the same

I should also say that I’m purposefully avoiding covering paper ribbons or trims- paper embellishments that have adhesive on the back. They are usually text to cardstock-weight paper, and are a different creature altogether.

of course as soon as I decided to use the tissue tape I went looking for it and it was no where to be found. I ended up doing distressing, chipboard and twine. Here it is:

I used:
washi tape (MM packaging tape)
twine
distressed the sentiment

Combined w/my dt work for an offsite challenge. Used a doily, chipboard and distressed (painted, stained, crackled and inked the Dusty Attic chippie). Here's my take on the sketch:
